Sunny Glassware Proactively Responds to New Export Compliance Regulation – Announcement No. 17 Implementation

In July 2025, the State Taxation Administration of China issued Announcement No. 17, which clearly stipulates that starting from October 1, 2025 (Q3), a newly revised version of the Corporate Income Tax Quarterly Prepayment Declaration Form (Form A) will be fully implemented nationwide. The new form introduces a more detailed classification of export income. This policy adjustment specifically targets "export through third-party names," false declarations, and undervaluation of goods, signaling a firm stance on regulating and comparing export data through enhanced customs-taxation data integration, and promoting a more transparent and compliant foreign trade environment in China.

As a manufacturing enterprise specialized in the export of premium glass candle jars as well as glass and ceramic products, Sunny Glassware takes this policy update seriously and has already initiated the following compliance actions:

1. Clear Classification of Export Revenue

Since the release of the announcement, Sunny Glassware has begun categorizing export income into self-operated export, entrusted export, and agency-based export, building separate ledgers accordingly. These categories are now reflected accurately in our quarterly corporate tax prepayment declarations, ensuring clear recognition and accurate attribution of export income.

2. Strict Rejection of “Export via Third-Party Name” Activities

Sunny Glassware does not engage in any form of “export via third-party name” operations or exports without a legitimate trade background. All agency-based export services are based on authentic shipper information, with export revenue declared in full accordance with tax regulations, to ensure customers' goods pass customs and receive tax refunds compliantly.

3. Customer Compliance Review Mechanism

For customers who entrust Sunny Glassware with agency-based exports, we have strengthened our authentic exporter verification process. Clients are required to provide valid trade contracts, payment receipts, and logistics documentation to ensure the authenticity of the declared exporter and proper income recognition.

Important Notes for Our Clients and Partners:

  1. Please do not provide false trade information or fake exporter identities, as this may impact your tax refund eligibility and subject you to penalties by tax authorities.
  2. Entrusted exports must be backed by a formal agency agreement, clearly stating the responsibilities regarding declaration rights, tax refund rights, and income recognition.
  3. Invoices must be issued promptly after export, and revenue must be declared on time, ensuring your financial records are in sync with tax reporting requirements.

For cross-border e-commerce and express exports, Sunny Glassware will also classify and declare income according to the new requirements.
